A flickering needle is usually caused by a dry speedo cable which needs some lubrication. Its not so easy to get the cable lubricated all the way along its length, but here's a method I used with success.
Pull the cable out and hang it up from the ceiling somewhere. Then put a few drops of oil in the top and let it hang. Periodically add more drops of oil until it either comes out the other end or you are satisfied it is lubricated all the way along its length.
When you put it back in the needle should be steady.
