such places as Datsport, Spectrum Rubber etc have a seal listed as - 1600 rear bumper to body splash seal.

can someone post up a photo of where this goes/what it looks like?

There is a horizontal flange where the rear splash pan is spot welded to the tail light panel.
The rubber fits over that flange.
It sits just below the top edge of the rear bumper :)

what panel is the seal protecting water from?

Bit on left is the taillight panel. Laying-down "U" shape is bumper bar. Red bit is the seal, a sort-of "Y" shape.

It fits over the flange where the taillight panel, boot floor and panel below the bumper join, and extends out under the top lip of the bumper bar.

In my opinion, it doesn't protect anything from water, just the opposite, it holds water in this joint and causes it to rust. If I were restoring one, I'd wipe the seal with drip-check sealer to seal it (before painting) and lay a single flat piece of rubber over the top of the flange so it looks like its there, but is open to the air from below so any water on the seam can dry.
